Best country to study abroad for Indian students in 2026: the data, country by country
Mansoor Ameen · Founder & Consultant · 17 min read · Updated October 2026

Short answer
In our view the UK is the lowest-risk choice for most Indian master’s students in 2026: a one-year degree, the lowest refusal rate among countries that publish one, and 18 months of work after. Germany is cheapest, the USA best for strong technical profiles, and Australia, Canada and New Zealand give three years of work after a master’s.
The UK, Germany, the USA, Australia, Canada, Ireland and New Zealand each suit a different Indian student in 2026, and the right one depends on four things: your budget, what you want after the degree, how strong your profile is, and how much visa risk you can carry. This guide compares them on each, with official figures checked on 13 October 2026, and gives a recommendation for each kind of student.
The map has moved in two years. Canada now refuses more than half of new study permit applications, Australia has been approving a falling share of Indian applicants since late 2025, US student visa issuance to Indians has dropped steeply, and the UK has shortened its post-study visa while keeping refusals low. Germany and Ireland now count India as their largest source of international students. We place more students in the UK than anywhere else, so we have set out the figures that count against it too.
Which is the best country to study abroad for Indian students in 2026?
In our view, the UK is the lowest-risk choice for most Indian master’s students in 2026: a one-year degree, the lowest refusal rate among the countries that publish one for Indians, and 18 months of work afterwards. The others each lead on something:
- Lowest cost: Germany. About ₹28.6 lakh for a two-year master’s at a university with no tuition, including one-off fees, but German is needed for most jobs. See is studying in Germany free.
- Highest ceiling for technical careers: the USA. Up to three years of work after a STEM degree (science, technology, engineering and maths), the deepest job market and the most top-ranked universities, but also the most rule changes in 2025 and 2026.
- Three years of work after a master’s: Australia, Canada and New Zealand. Australia also gives Indian PhD graduates four years under the India–Australia trade agreement, but its approval rate for Indians has fallen.
- Clearest route to permanent residence: Canada, for students who get a permit; refusals are high and numbers are capped.
- Closest to home: Dubai, where a one-year master’s at a branch campus costs ₹26 to 43 lakh, though staying on means finding an employer to sponsor a work visa.
- An English-speaking one-year master’s in Europe: Ireland, with up to two years of work afterwards.
How do the countries compare at a glance?
| Country | Typical total cost | Work after a master’s | Visa outlook |
|---|---|---|---|
| UK | ₹45 to 65 lakh, one-year course, outside London | 18 months (2 years if you apply by 31 Dec 2026) | Low but rising: 4.2% of Indians refused (3.0% a year earlier) |
| Germany | About ₹28.6 lakh, two-year course, no tuition | 18 months to look for work | No public refusal rate |
| USA | ₹79 lakh to ₹1.33 crore, two-year course, public university | 1 year, or 3 years for STEM | Issuance to Indians down sharply |
| Australia | ₹48 to 67 lakh a year; about ₹1 to 1.4 crore for two years | 3 years for Indian graduates | Falling: 55% of Indian higher-education applicants approved, Jul–Aug 2026 |
| Canada | ₹28 to 55 lakh a year | 3 years | Hard: 59% of all new applications refused in 2025 |
| Ireland | ₹24 to 38 lakh, one-year course | Up to 2 years | No public rate for Indians |
| New Zealand | About NZ$75,500 for a one-year master’s at Auckland, 2026 fees | 3 years | No public rate for Indians |
| Dubai | ₹26 to 43 lakh, one-year course | An employer work visa, or a golden visa for top graduates | Visa through the university |
Rupee costs are the site-wide ranges from our cost of studying abroad guide and the country guides for the UK, USA, Canada and Australia. The New Zealand figure is the University of Auckland’s 2026 postgraduate science fee of NZ$55,484.40 plus the NZ$20,000 a year in living costs the visa asks you to show. Ireland and Dubai are from our Europe and Dubai pages.
UK vs Canada vs Australia vs New Zealand: which is better?

Which country is most likely to give an Indian student a visa?
The UK, among the countries that publish a figure. Our sum of the Home Office’s figures for the year to June 2026 gives 82,523 Indian study visas issued and 3,634 refused, a refusal rate of 4.2%, up from 3.0% a year earlier. The figures below are not like for like, since some cover Indians only and some all nationalities, but they show the direction:
| Country | Latest official outcome | Period |
|---|---|---|
| UK | 4.2% of Indian applications refused (our sum) | Year to June 2026 |
| Australia | Indian higher-education grant rate 82.8%, then 70.8%, then 55.3% (our sum) | 2024-25, 2025-26, July–August 2026 |
| Canada | 59% of new study permit applications from all countries refused; no India-only rate | 2025 |
| USA | No refusal rate published; June–July issuance to Indians down 69% | 2025 against 2024 |
| Germany, Ireland, New Zealand | No rate for Indian students published | Not published |
Australia’s falling approval rate matters most for anyone applying now. Home Affairs’ grant-rate data shows the fall beginning in late 2025, while India was still at evidence level 2. Separately, from 8 January 2026 Australia moved India back to evidence level 3, which means more documents and closer checks; India’s government told Parliament this was effectively reverting arrangements to those in place prior to September 2025. In Canada, the refusal rate for new study permit applications increased to 59% in 2025, from 52% in 2024. Our guides to Canada study permit refusals and UK visa refusals explain what lies behind them.
Which country lets you work longest after the degree?
Australia, Canada and New Zealand, at three years after a master’s, and the USA for STEM graduates, through OPT (the US permission to work after a degree). The rules as of October 2026:
| Country | Work after a master’s | Work while studying |
|---|---|---|
| UK | 2 years if you apply by 31 Dec 2026; 18 months from 1 Jan 2027 | 20 hours a week in term |
| Canada | 3 years, for a master’s of at least 8 months | 24 hours a week |
| Australia | 3 years for Indian graduates (2 for most others) | 48 hours a fortnight |
| USA | 12 months of OPT, plus 24 months for STEM | 20 hours a week, on campus |
| New Zealand | 3 years | Up to 25 hours a week |
| Ireland | 12 months, renewable for 12 more | 20 hours a week in term |
| Germany | Up to 18 months to find work | 140 full days a year |
Two conditions are easy to miss. Canada’s post-graduation work permit needs Canadian Language Benchmarks (CLB) 7 in all 4 language areas for degree graduates, which Canada’s immigration department (IRCC) equates to 6.0 in each band of IELTS General Training, a different test from the IELTS Academic you take for admission; our IELTS or PTE guide explains the difference. Australia’s requires you to be 35 years of age or under when you apply.
Which country is best for PR after study?
Canada, then Australia and New Zealand, have the most direct routes from a student visa to permanent residence, but each needs a skilled job first and none is guaranteed:
- Canada: the Canadian Experience Class, a route to permanent residence through Express Entry, needs at least 1 year of skilled work in Canada in the 3 years before you apply, and work done while studying full-time does not count.
- Australia: employer sponsorship under the Skills in Demand visa needs a salary of at least A$79,423 for nominations from 1 July 2026.
- New Zealand: a New Zealand master’s with at least 30 weeks of full-time study earns 6 points, the full amount needed, towards the Skilled Migrant Category, with a skilled job.
- UK: a Skilled Worker job must pay the higher of £41,700 or the going rate, but recent graduates can be paid 70% of the going rate if the salary is at least £33,400.
- Germany: the EU Blue Card, a work and residence permit for graduates on a qualifying salary, needs €45,934.20 a year in 2026 for recent graduates, against €50,700 for others.
- Ireland: the Critical Skills permit needs €40,904, or €36,848 for recent graduates, for occupations on its list.
- USA: the H-1B, the main US work visa after OPT, is allocated by a lottery that now uses a weighted selection based on wage level. A court vacated the guidance for the $100,000 H-1B payment on 8 June 2026, but USCIS says if this order is later lifted, DHS still plans to collect the payment, and the proclamation behind it was extended to September 2027.
Which country is best for an MS, by subject?
It depends on the field: the USA for computer science and data if you can fund it, Germany for low-cost engineering if you will learn German, and for nursing, whichever country lets you register.
- Computer science and data: the USA if you can fund it and accept the visa risk, because STEM graduates can add a 24-month STEM OPT extension; the UK for a one-year route; Germany for the lowest cost, at universities that charge no tuition. Our MS after BTech guide compares them in detail.
- Mechanical, electrical and electronics engineering: Germany has the industry and the low cost, but most engineering jobs there expect German; the USA, Canada and Australia suit students who want to work in English.
- Biotechnology and life sciences: choose by research strength and placements rather than country; the USA and UK have the most highly ranked universities.
- Nursing: a degree is not enough to work. You must register with the regulator: in the UK, either through a pre-registration nursing course approved by the Nursing and Midwifery Council or, with an Indian nursing degree, through its Test of Competence, a computer-based test and a practical clinical exam; in Ontario, Canada, by passing the NCLEX-RN licensing exam. Check registration before you choose the course.
Which country is best for an MBA?
For a one-year MBA and a quick return to work, the UK; for the highest salaries, the USA, where an MBA in a STEM-designated field can add the 24-month OPT extension; for a route to residence, Canada. The US government’s STEM list includes fields such as management science, business statistics and business analytics, so ask each business school which classification its MBA carries. An MBA counts as a master’s for the UK Graduate visa, Canada’s three-year work permit and Australia’s three years for Indian graduates.
Which country is best after Class 12?
The UK or Australia for the quickest bachelor’s, Germany for the lowest cost if you can do a foundation year, and for MBBS, only a course that meets India’s National Medical Commission rules.
- Quickest degree: the UK or Australia, where most bachelor’s degrees take three years (four in Scotland); the USA and Canada usually take four.
- Lowest cost: Germany, but most Indian students cannot start a German bachelor’s straight after Class 12 and need a foundation year or a year of university in India first; see is studying in Germany free.
- Work after a bachelor’s: Australia gives Indian graduates two years, or three after a first-class STEM honours degree, under the India–Australia trade agreement; the UK gives 18 months from 2027.
- Medicine (MBBS): choose against India’s rules, not the other country’s. The National Medical Commission requires a minimum duration of fifty-four months, taught in English, with an internship of twelve months in the same foreign institution, and qualifying NEET-UG is mandatory for admission to a foreign medical course. Graduates must then clear the licensing test the NMC mandates and a 12-month supervised internship in India before they can practise.

Which countries offer scholarships to Indian students?
Several, though most fully funded awards are competitive and expect work experience. The main government-funded ones open to Indians:
- UK: Chevening, which needs at least 2800 hours of work experience, about two years, and Commonwealth Master’s Scholarships, for which India is eligible; its 2027-28 round closes on 20 October 2026, and applicants must also apply to a national nominating agency. Chevening’s 2027-28 round is closed.
- USA: Fulbright-Nehru Master’s Fellowships, which ask for at least three years professional work experience.
- Germany: DAAD, the German Academic Exchange Service, whose EPOS scholarships pay 992 euros a month to graduates with at least two years’ professional experience.
- Ireland: the Government of Ireland International Education Scholarship, with a stipend of €10,000 and a full fee waiver, for 60 students a year; the 2026 call has closed.
- India: the National Overseas Scholarship, for low income meritorious students belonging to the Scheduled Castes and some other groups, for master’s and PhD study abroad.
Two widely mentioned awards are not open to Indians: New Zealand’s Manaaki scholarships and Australia Awards, which do not list India. No country is free once living costs are counted; the nearest are Germany’s no-tuition universities and fully funded scholarships. Our guide to the cheapest countries to study abroad covers more university scholarships.
Which is the best country in Europe for Indian students?
Germany for cost, and Ireland for an English-speaking one-year master’s with up to two years of work afterwards. France and the Netherlands are worth a look for particular courses, though work after study is shorter in the Netherlands, at one year. Our page on studying in Germany and Europe and the cheapest countries guide compare them.
Which is the safest country to study abroad for Indian students?
New Zealand and Ireland are the safest of the main destinations on the Global Peace Index, and New Zealand, the Netherlands and Australia lead on Georgetown’s index for women. On the Global Peace Index 2026, a yearly ranking of 163 countries by safety and conflict, New Zealand ranks 2nd, Ireland 5th, Canada 14th, Australia 20th, Germany 28th, the UK 39th, France 99th and the USA 134th. For women specifically, Georgetown University’s Women, Peace and Security Index 2025/26 ranks the Netherlands 8th, New Zealand 9th, Australia 11th, Ireland 13th, Canada 16th, Germany 21st, the UK and France joint 23rd and the USA 31st of 181 countries.
A national index says little about one campus, so check the university’s location and housing too. Under the Clery Act, US universities must publish an annual security report with three years of campus crime statistics. Wherever you go, register on India’s MADAD student portal, which the Ministry of External Affairs says lets its missions contact students in an emergency.
Which countries let you take your spouse while studying?
Canada, New Zealand, Germany and the USA still let most master’s students bring a spouse; the UK and Australia now exclude most:
| Country | Spouse with a master’s student? |
|---|---|
| UK | No for a taught master’s; research degrees, doctorates and government-sponsored students only |
| Australia | No for most students applying from 2 October 2026; PhD students and fully government-funded scholars exempt |
| Canada | Yes, with an open work permit, if the master’s lasts 16 months or more |
| New Zealand | Yes, with a work visa, for a level 9 (master’s) course |
| Germany | Possible in many cases; the spouse usually needs basic German |
| Ireland | Generally no |
| USA | Yes, on an F-2 visa, but the spouse may not work |
Which country has the strongest universities?
The USA, then the UK. Counting the QS World University Rankings 2027 top 200, a widely used world ranking, the USA has 38 universities, the UK 28, Australia 13, Canada, Germany and the Netherlands 9 each, France 4, and Ireland and New Zealand 2 each, by our count. Rankings matter most for research careers and a few employers; for most master’s students the course, the city and the cost matter more.
Where are Indian students going now?
India’s Ministry of External Affairs counted 12.54 lakh Indian students at universities abroad on 1 January 2025, the largest groups being 427,085 in Canada, 255,247 in the USA, 173,190 in the UK, 138,579 in Australia and 49,483 in Germany. The flow is shrinking and shifting: the Bureau of Immigration recorded 9,08,364 Indians leaving for study in 2023, 7,70,127 in 2024 and 6,26,606 in 2025, a fall of about 31% in two years.
- Canada: IRCC says it welcomed about 115,385 international students in 2025, 61% fewer than in 2024.
- USA: F-1 visas to Indians in June and July fell from 41,336 in 2024 to 12,776 in 2025, down 69%, by State Department data quoted in Parliament. There were still 363,019 Indian students in the US in 2024/25, including those on OPT, though new international enrolments fell 17% in autumn 2025.
- UK: the Home Office granted 82,523 study visas to Indians in the year to June 2026, down 16%.
- Germany: India is the largest source of international students, with around 58,800 in winter 2024/25.
- Ireland: India is the most common origin, at 20.6% of non-Irish-domiciled enrolments in 2024/25.
- New Zealand: India was the second-largest source in 2025, at 14 percent of 92,580 international students, according to Education New Zealand.
What changes in 2026 and 2027 should you plan around?
- 16 November 2026: New Zealand extends post-study work visa eligibility to more graduate qualifications.
- 30 November 2026: UK living-cost funds rise to £1,203 a month outside London and £1,570 in London; see our UK financial requirement guide.
- 1 January 2027: the UK Graduate visa falls to 18 months for new applications; our January 2027 intake guide covers the timing.
- Canada and Australia: Canada expects to issue up to 408,000 study permits in 2026, including 155,000 for new arrivals; Australia keeps its planning level at 295,000 new international students for 2027, the same as 2026.
- USA: in-person interviews for student visas, expanded online-presence vetting, and a rule to replace “duration of status” with a fixed admission period, which Boston University’s international office reports a federal court has postponed; our F-1 interview guide covers the visa side.
- 1 August 2028: the UK’s international student levy of £925 a student a year starts, charged to universities, which may pass it on in fees.
How should you choose?
In this order: rule out countries your total budget cannot cover, decide what you want after the degree, check which universities your marks and test scores make realistic, and only then weigh visa risk between the countries left. Our destinations page compares the six countries we send students to, and our guide on whether studying abroad is worth it helps with the bigger question.
Questions students ask us
Which is the best country to study abroad for Indian students in 2026?
In our view, the UK for most master’s students: a one-year degree, about 4.2% of Indian applications refused, and 18 months of work afterwards from 2027. Germany is cheapest, the USA suits strong technical profiles who can fund it, and Australia, Canada and New Zealand give three years of work after a master’s.
Which country has the most Indian students?
Canada, with 427,085 Indian university students on 1 January 2025 by the Ministry of External Affairs’ count, followed by the USA, the UK, Australia and Germany. The flow has shifted since: Canada and the USA took far fewer new Indian students in 2025, while Germany and Ireland now count India as their largest source of international students.
Which country gives a student visa most easily to Indians?
Among countries that publish figures, the UK: about 4.2% of Indian study visa applications were refused in the year to June 2026, by our sum of Home Office data. Australia approved 55% of Indian higher-education applicants in July and August 2026, and Canada refused 59% of new study permit applications from all countries in 2025.
Which country is best for PR after study for Indian students?
Canada, then Australia and New Zealand, have the most direct routes, but all now admit fewer students and none guarantees residence. Canada’s Canadian Experience Class needs a year of skilled work in Canada after study; Australia needs employer sponsorship or a skilled visa; a New Zealand master’s earns the full six Skilled Migrant points, with a skilled job.
Is Canada still a good option for Indian students after the caps?
For a master’s at a public university, yes, if your file is strong: no provincial attestation letter is needed outside Quebec, work after study lasts three years, and spouses can work on a master’s of 16 months or more. But 59% of new applications were refused in 2025, and only 155,000 new-arrival permits are planned for 2026.
Is the USA still worth it for Indian students in 2026?
For strong technical profiles who can fund it, often yes: STEM graduates can work up to three years on OPT, and salaries are high. But F-1 issuance to Indians fell sharply in 2025, almost every applicant now needs an in-person interview, and the H-1B lottery favours higher wages, with a $100,000 payment rule still in the courts.
UK vs Canada vs Australia vs New Zealand: which is better in 2026?
The UK for a quick, predictable route: a one-year master’s and a 4.2% refusal rate, but 18 months of work after. Canada, Australia and New Zealand give three years of work after a master’s and clearer routes to staying, but Canada and Australia carry far more visa risk, and Australia no longer takes most students’ spouses.
Which country is best for an MBA for Indian students?
The UK for a one-year MBA and a quick return to work; the USA for the highest salaries, where an MBA in a STEM-designated field such as business analytics can add 24 months of OPT; Canada for a route to residence. Ask each school how its MBA is classified, and compare the total cost with the likely salary.
Which country is best after Class 12 for Indian students?
The UK or Australia for the quickest bachelor’s, at three years; Australia also gives Indian graduates two years of work. Germany is cheapest but usually needs a foundation year first. For MBBS abroad, the course must meet NMC rules: at least 54 months, taught in English, with a 12-month internship at the same institution, and you must qualify in NEET-UG.
Which is the safest country to study abroad for Indian students?
New Zealand and Ireland rank highest: 2nd and 5th of 163 countries on the Global Peace Index 2026, against Canada 14th, Australia 20th, Germany 28th, the UK 39th and the USA 134th. On Georgetown’s index for women, New Zealand ranks 9th, Australia 11th and Ireland 13th. Check the campus and city too, and register on India’s MADAD portal.
Can I take my spouse while studying a master’s abroad?
Not to the UK on a taught master’s, and not to Australia for most students applying from 2 October 2026. Canada gives spouses an open work permit if the master’s lasts 16 months or more, New Zealand gives master’s students’ partners a work visa, and the USA allows a spouse on an F-2 visa, though F-2 spouses may not work.
Which country offers scholarships to Indian students?
The UK’s Chevening and Commonwealth Master’s Scholarships, the USA’s Fulbright-Nehru Master’s Fellowships, Germany’s DAAD awards and Ireland’s Government of Ireland scholarship are all open to Indians, and India’s National Overseas Scholarship supports some groups. Most expect work experience. New Zealand’s Manaaki scholarships and Australia Awards are not open to Indian citizens.
Which is the cheapest country to study abroad for Indian students?
Germany, at a public university that charges no tuition: about ₹28.6 lakh for a two-year master’s, including living costs and one-off fees. A one-year master’s in Ireland (from about ₹24 lakh) or Dubai (from about ₹26 lakh) comes next. No country is free once living costs are counted, and some German states now charge non-EU students.
