UK student visa refused? Why it happens, administrative review and how to reapply from India (2026)

Short answer
In our experience, most UK student visa refusals can be fixed in a new application, with no waiting period unless deception or a past breach was found. There is no appeal. Administrative review costs £80 and must be requested within 28 days, but can take 12 months or more, so most students reapply with a new CAS.
A refused UK student visa feels like the end of the plan. Usually it is not. In our experience most refusals can be fixed in a new application, and there is no waiting period before you apply again unless the refusal was for deception or an earlier breach of UK immigration rules. What matters is reading the refusal letter properly and fixing the exact reason it gives, not resending the same file.
Refusals have become more common. Our sums from Home Office statistics show 4.2% of Indian student visa decisions were refusals in the year to June 2026, up from 3.0% a year earlier. What should you do first after a UK student visa refusal?
Do not rush a new application. Read the letter, decide within the 28-day review window whether to ask for review or reapply, and talk to your university before you do anything else. In order:
- Find the reasons and the paragraph numbers in the refusal letter, and note the date you received it.
- Decide on review or a new application; if your course starts soon, a new application is usually the answer.
- Email the refusal letter to your university, and ask about a new CAS and whether your start date can move.
- Fix the funds, documents or study reasons the letter names; for funds, the 28 days start again.
- If you decide not to go, ask the university for your deposit back with the refusal letter, and check its deadline.
How do you read a UK visa refusal letter?
Start with the reasons, then the rules they cite. The Home Office’s caseworker guidance says the letter must fully explain the reasons for refusal and cover anything said at interview. Look for four things:
- The paragraph numbers. “ST 5.1” means the genuine student test, “ST 12” means funds, “ST 7” the CAS, and “SUI 9.1” means the caseworker found deception. The table below explains each.
- Every reason, not just the first. A letter can give more than one, and a new application must answer all of them.
- The review line. The decision notice tells you whether you can ask for administrative review and how.
- The date. You have 28 days from receiving the decision to ask for a review.
Why are UK student visas refused?
Most refusals of Indian students come down to six things: funds, the genuine student test, the CAS, the TB certificate, spoken English at interview, and deception. The table shows the rule usually cited, what it means and how a new application fixes it.

What does “not a genuine student” mean?
It means the caseworker was not satisfied, “on the balance of probability”, that you are coming to study. Appendix Student says only that the applicant must be a genuine student. The detail is in the caseworker guidance, which lists what may be weighed:
- your immigration history in the UK and other countries, including the reasons for any visa refusals;
- your education history, and whether the course is academic progression;
- your reasons for, knowledge of and research into the course and the university;
- how the course fits your plans after study, in the UK or in India;
- whether you have a credible source of funds, and how it was acquired;
- your English, which the guidance treats as part of your credibility.
Two points in the guidance help students. The caseworker must not refuse on genuineness grounds without a credibility interview first, except in narrow cases such as a repeat application with nothing new. And you must not be refused for not knowing local details, such as bus routes or the geography of the city. Can you appeal a UK student visa refusal?
No. A Student visa refusal carries no right of appeal; appeals are mainly for protection and human rights claims. GOV.UK says that if you do not have the right to appeal, you might be able to ask the Home Office for an administrative review. That is the only formal challenge open to you.
How does administrative review work?
Administrative review asks the Home Office to check whether the caseworker made a mistake, such as applying a rule or published guidance wrongly, or not applying it. It does not look at the case afresh. The main facts, from GOV.UK and Appendix Administrative Review:
- Cost and deadline: £80 (about ₹10,200), applied for online within 28 days of getting the decision, from outside the UK.
- No new evidence: the reviewer looks at what the caseworker had. New documents are considered only in limited cases, such as a refusal for deception or where the caseworker should have asked you for a missing document.
- How long it takes: GOV.UK says it can currently take 12 months or more, and the Home Office will update you if there is no decision within 6 months.
- One route at a time: making a new visa application withdraws the review, and you cannot ask for a review after a new application.
- The fee: refunded only if the refusal is withdrawn because of a caseworking error, or the review request is invalid.
Should you ask for administrative review or reapply?
For most students with a course starting in the next few months, reapplying is faster. Administrative review makes sense when the caseworker clearly got it wrong, for example by missing a bank statement you did upload, and your start date can wait.

How do you reapply after a refusal?
Get a new CAS, fix every reason the letter gives, declare the refusal and apply again. You can apply as soon as the file is right. Step by step:
- Get a new CAS. A CAS used in a refused application cannot be used again; the sponsor guidance says a reapplication needs a new CAS, and the university decides whether to issue one. Send it the refusal letter with your request.
- Declare the refusal. The form asks about your immigration history, including earlier refusals. Leaving one out can be treated as non-disclosure, which can lead to a refusal for deception.
- Check the money again. The 28 days and the 31-day limit run from the new application date, and from 30 November 2026 the monthly amounts rise to £1,203 outside London and £1,570 in London.
- Check the TB certificate. It is valid for 6 months from the date of your x-ray.
- Pay again. The £558 visa fee and the health surcharge are paid on each application.
Can you still start in January 2027 after a refusal?
Often, if the reason is fixable and your university agrees. Here is an illustration, not a real case: a student refused on 10 October 2026 because a fixed deposit was broken partway through the 28 days.

The dates only work if the university still has a January start for your course. Our January 2027 intake guide lists deadlines, some as early as 30 October. If January is too tight, September 2027 gives time to fix the file properly.
Do you get your money back after a refusal?
Partly. The £558 visa fee (about ₹70,900) is not refunded; GOV.UK says it is refunded only if UKVI has not started processing your application. The immigration health surcharge is refunded in full, and you do not have to ask: from outside the UK it arrives up to 6 weeks after your visa application is refused. If you later win an administrative review, you pay the surcharge again, and the refund can be held while a review is still possible. The student rate is £776 (about ₹98,600) for each year of your visa.
Your tuition deposit is up to the university. Those we checked refund it after a refusal, but not when the refusal was for false documents or deception, and they want the refusal letter:

Refunds normally go back to whoever paid. If you are reapplying to the same university, ask whether the deposit can be carried over instead.
Does a refusal mean a ban from the UK?
Not usually. A refusal for funds, a missing document or the genuine student test carries no ban. Bans come from Part Suitability, which replaced Part 9 of the rules in November 2025. An application must be refused if the caseworker is satisfied the applicant used deception, through false documents, false statements or deliberately not disclosing relevant facts. Deception in an application then bars new applications from outside the UK for 10 years from the date of that refusal. Past overstays and removals carry their own bans.
Documents from an agent need particular care. Under SUI 10.1 an application may be refused for a false document or false information whether or not to the applicant’s knowledge, even if a third party supplied it. The 10-year ban follows only a finding that you used deception, but either refusal must be declared on later applications. Check every statement, letter and certificate yourself, and if an agent offers to “arrange” funds or documents, walk away.
Will a UK refusal affect visas for other countries?
You will have to declare it. Canada’s study permit form asks whether you have been refused any visa or permit, denied entry or ordered to leave Canada or any other country or territory. Australia’s Form 80, which some applicants are asked to complete, asks “Have you ever been refused a visa to any country?” A refusal you declare and can explain is a fact on the file. One you hide can sink the next application anywhere.
How many Indian students are refused a UK student visa?
About 1 in 24 in the latest year. In the year to June 2026, the Home Office issued 82,523 sponsored study (Student) visas to Indian main applicants and refused 3,634, a refusal rate of 4.2%. That is up from 3.0% a year earlier, and close to the 4.5% rate for all nationalities. Universities feel this too. Since 1 June 2026, the Home Office’s annual check on each university requires its students’ visa refusal rate to be less than 5 per cent, down from 10. In our experience, that is why more universities now check funds and interview applicants before they issue a CAS, and why they look closely at a refused student’s next request.

Can I reapply after a UK student visa refusal?
Yes, and there is no waiting period after an ordinary refusal. You need a new CAS from your university, because a CAS used in a refused application cannot be used again. Fix the exact reasons in the refusal notice, declare the earlier refusal, and pay the £558 fee and health surcharge again.

The immigration health surcharge is refunded in full and automatically, up to 6 weeks after the refusal for applications made outside the UK. The £80 review fee is refunded only if the refusal is withdrawn for a caseworking error.
What does 'not a genuine student' mean in a UK refusal letter?
The caseworker was not satisfied, on the balance of probability, that you mean to study. They weigh your education history, your knowledge of the course and university, how the course fits your plans, your immigration history and how the money was acquired. They must normally interview you before refusing on this ground.
Does a UK student visa refusal affect future applications?
You must declare it on every later UK application. An ordinary refusal, for funds or the genuine student test, does not ban you, and a well-fixed file can succeed. Not declaring it can be treated as non-disclosure, and deception in an application leads to a 10-year re-entry ban under Part Suitability.
What is the UK student visa refusal rate for Indian students?

Will I get my university deposit back if my UK visa is refused?
Usually, if the refusal was not for false documents or deception. Birmingham, Coventry and Northumbria all refund after a refusal when you send the refusal letter; Coventry keeps £4,000 where documents were false or information incorrect. Check your university's policy for its deadline, and ask about carrying the deposit over if you reapply.
