Study abroad without IELTS for Indian students: which countries and universities accept it

Short answer
Often, in the UK and the USA. Many UK universities accept a Class 12 English mark instead of IELTS, some US universities waive the test for English-medium graduates or Indian applicants, and for degree courses neither visa names a specific test. Canada's study permit lists no test, but its post-graduation work permit does. Australia, Germany and Ireland require a test.
You can often skip IELTS for a UK or US degree, but rarely for Australia, Germany or Ireland, where the visa needs a test even when the university does not. The trouble comes when a student finds that out after accepting the offer, so this guide separates the university’s rule from the visa’s.
I have advised students on studying abroad since 1999. Below, for each country, is whether the university can accept something other than a test, whether the visa still needs one, and which routes work for Indian students. It covers the six countries Indian students ask us about most for this question. Each official statement was checked on its source page on 30 September 2026 and links to it. Can Indian students study abroad without IELTS?
Often, in the UK and the USA. Many UK universities accept a strong Class 12 English mark instead of a test, some US universities waive it for English-medium graduates or Indian applicants, and for degree courses neither student visa names a specific test. Canada’s study permit does not list a test either, but you will need one for the post-graduation work permit. Australia, Germany and Ireland require a test for the visa, even when the university waives it.

In short: for Indian students, UK universities often accept a Class 12 English mark and some US universities waive the test; Canada needs a test only to work after graduating; Australia, Germany and Ireland need a test for the visa.
Can you study in the UK without IELTS?
For degree-level courses, often yes. GOV.UK says that if you are studying at degree level or above, your Higher Education Provider can assess your level of English themselves, and that this must still be equivalent to CEFR level B2, an upper-intermediate level on the European scale. In practice your university decides what it accepts, and many accept a Class 12 English mark from an Indian board. Courses below degree level, including most foundation years, have no such flexibility: you need an approved Secure English Language Test (SELT) such as IELTS for UKVI or PTE Academic UKVI. Three examples, from each university’s own page:
- University of Surrey: for undergraduate and postgraduate taught courses, 70% in Class 12 English from CBSE or ISC, and 80% from most state boards. Some state boards are excluded; Tamil Nadu is not among them. Surrey can still ask for IELTS.
- Liverpool John Moores University: 70% or above in Standard XII English from CBSE, CISCE (the ICSE and ISC board) or most state boards, valid for six years. NIOS (the National Institute of Open Schooling) and a few state boards are not accepted.
- Goldsmiths, University of London: 75% in English at Standard 12th grade from select Indian boards, including CBSE, CISCE and the Tamil Nadu State Board, for courses asking for IELTS 6.5 or below, and 80% for those asking for 7.0 or 7.5. It is valid for two years, or up to five with an interview.

Rules differ from one university to the next and change often, so check the English page of every university on your list.
Is an MOI certificate accepted instead of IELTS?
Sometimes, but often not on its own. A medium of instruction (MOI) certificate is a letter from your university confirming that your degree was taught in English. The University of Bath says Indian nationals may be exempt with a bachelor’s taught in English in India together with a Class 12 English mark, if the degree study lasted at least 12 months and was awarded no more than five years ago. Stanford’s MBA waives the test for a degree taught exclusively in English, and the University of Bremen accepts it for admission, as set out below. The University of Manchester says confirmation that English was the mode of instruction is not accepted. For the Australian, German and Irish visas, an MOI letter from an Indian university does not replace the test.
Can you study in the USA without TOEFL or IELTS?
At some universities, yes. US regulations do not name a test for the student visa: the consular officer must be satisfied that you have sufficient knowledge of the English language to undertake the chosen course of study, and the university issues your I-20, the form you need for the F-1 visa, only once it has decided you meet its admission standards. So the university’s rule is the one that counts, and it varies widely. More on the country is on our USA page.
- By nationality: the University of Texas at Dallas lists India among the countries whose applicants are excused from the English proficiency requirement.
- By medium of instruction: Stanford’s MBA does not require TOEFL, IELTS or PTE if your university taught all classes exclusively in English.
- No waiver: many other universities ask Indian applicants for a test whatever their schooling, so check each one.
Where a test is required, many US universities accept the Duolingo English Test, which Duolingo’s blog says is accepted by over 6,500 programs and institutions and costs $70, about ₹6,700. Whatever the university decided, the consular officer must still be satisfied that your English is sufficient for your course.
Can you study in Canada without IELTS?
You can often get in without one, but you will usually need one later. IRCC’s list of documents for a study permit includes a letter of acceptance, proof of funds and identity documents, but no language test, so the college or university sets the English requirement for admission. The catch is the post-graduation work permit. If you applied for your study permit on or after 1 November 2024, you need CLB 7 in all four skills after a university degree, or CLB 5 after a college programme (CLB is the Canadian Language Benchmark, the government’s scale), and only CELPIP General, IELTS General Training or PTE Core count for English. So a Canadian plan without IELTS usually only puts the test off.
Can you get an Australian student visa without IELTS?
Not without a test of some kind. Home Affairs exempts only citizens and passport holders of the UK, USA, Canada, New Zealand and Ireland, and people who have completed at least five years of study in English in one of a short list of countries. India is on neither list. You do have a choice of test, though. These are the Student visa minimums for tests taken on or after 7 August 2025:

Lower minimums apply if you also take an English course (ELICOS) or a Foundation programme; our IELTS or PTE guide has them. Can you study in Germany without IELTS?
For admission, sometimes. The University of Bremen, for example, recognises study completed in the language required for the master’s program (medium of instruction) as proof of English at level C1, with a certificate from your university.
For the visa, no. The German Missions in India say the knowledge of the study language has to be proven by a recognized certificate such as IELTS, and that neither Duolingo tests nor Pearson PTE nor TOEFL home edition tests are recognised for applications in India. Can you study in Ireland without IELTS?
Not for the visa. Irish Immigration asks you to show you can do your course through English and to submit a certificate from the test provider with the application. It does accept several tests. For degree courses, its visa minimums include IELTS Academic 5.0, Duolingo 75, PTE Academic 30, TOEFL iBT 61 and LanguageCert Academic 60, with the certificate issued within two years of the course start. Your college may set a higher score.
If you do need a test, which one should you take?
Take the one that every university and visa on your list will accept. The rules above narrow it quickly:
- Germany: IELTS or another recognised certificate; not PTE or Duolingo for Indian applicants.
- Australia: any of the tests in the table (IELTS Academic and General Training both count), taken at a test centre.
- Ireland: IELTS, PTE, TOEFL, LanguageCert or Duolingo.
- USA: whatever each university accepts, often including Duolingo at $70 or TOEFL iBT at $173 in India, about ₹16,600 before taxes.
- Canada, after graduating: CELPIP General, IELTS General Training or PTE Core for the work permit.

How do you apply without IELTS?
- Check your Class 12 English percentage, your board and the year you passed.
- Check each university’s English page for India: the board, the percentage and how long the mark stays valid.
- Check the visa rule for that country, using the table above.
- Ask the university to confirm the waiver in writing, or look for it on your offer letter.
- Book a test only if a university or visa on your list still needs one, and choose one that all of them accept.
What mistakes do students make when skipping IELTS?
These are the ones we see most often:
- Assuming the university’s waiver covers the visa. In Australia, Germany and Ireland it does not.
- Missing the board or the date. Some universities exclude certain state boards, and some accept a Class 12 mark for only a limited number of years.
- Relying on a medium-of-instruction letter alone, which many universities do not accept on its own.
- Forgetting the test you will need later, such as Canada’s work permit test after graduation.
- Skipping the practice. A waiver saves the test, not the need to follow lectures and write essays in English from the first week.

Is a medium of instruction certificate enough instead of IELTS?
Sometimes, but often not on its own. Bath may exempt Indian nationals with an English-taught Indian bachelor's and a Class 12 English mark, Stanford's MBA waives the test if your university taught exclusively in English, and Bremen accepts it for admission. Manchester does not accept it, and Germany's visa still needs a recognised certificate.
Can I get a Canadian study permit without IELTS?
Often, yes. IRCC's study permit document list includes no language test, so your college or university sets the English requirement. For the post-graduation work permit, if you applied for your study permit on or after 1 November 2024, you need CLB 7 after a university degree or CLB 5 after college, through CELPIP General, IELTS General Training or PTE Core.
Can I get an Australian student visa without IELTS?
Not without some test. Home Affairs exempts only passport holders of the UK, USA, Canada, New Zealand and Ireland and people with five years' study in English in certain countries, and India is on neither list. You can choose another test, such as PTE Academic 47 or TOEFL iBT 67, taken at a test centre rather than online.
Is Duolingo accepted for a German student visa?
No. The German Missions in India say the study language must be proven by a recognised certificate, such as IELTS, and that neither Duolingo tests nor Pearson PTE nor TOEFL home edition tests are recognised for applications in India. That applies even if your German university accepted another proof.
Which US universities do not require TOEFL for Indian students?
It varies by university and programme. UT Dallas excuses applicants from India from its English proficiency requirement, and Stanford's MBA waives the test if your degree was taught exclusively in English. Many other universities still require a test, so check each graduate admissions page. The consular officer must still be satisfied with your English.
