Australia student visa refusals and success rates for Indian students (2026)

Short answer
In July to September 2026, Australia refused 40.3% of the Indian higher-education Student visa applications it decided, and 50.9% of those made from outside Australia, against about 15% on both measures a year earlier. A refusal of an application made from India cannot go to a tribunal, but you can reapply, and most prepaid tuition is refunded.
In July to September 2026, Home Affairs refused about half of the Indian students who applied from outside Australia for a higher-education Student visa. A year earlier it granted 85%. By our sum of its published grant-rate data, India now has the fourth-lowest higher-education approval rate among countries with at least 300 decisions.
If you have been refused, it is rarely the end of the plan: there is no waiting period after an ordinary refusal, and most prepaid tuition comes back. The figures and rules below come from Home Affairs, Australian law, the Administrative Review Tribunal and the universities’ own policies, checked on 21 October 2026. Rupee figures use A$1 ≈ ₹68.
What should you do first after an Australian student visa refusal?
Check where you applied from, because it decides your options. If you applied from India, there is no tribunal review, so the work goes into a stronger new application. If you applied from inside Australia, you have 28 days to apply to the Administrative Review Tribunal, and that cannot be extended. Either way, keep the refusal letter and decision record, list every reason they give, and send the letter to your university to claim your tuition refund.
What is the Australian student visa success rate for Indian students?
59.7% for higher education in July to September 2026, and 49.1% for those who applied from outside Australia. Home Affairs counts a grant rate as visas granted divided by visas granted plus refused, leaving out withdrawn applications, and says its figures “should always be considered provisional.” These are our sums for Indian main applicants:
| Applied from | 2023-24 | 2024-25 | 2025-26 | Jul to Sep 2026 |
|---|---|---|---|---|
| From outside Australia | 67.0% | 84.2% | 65.4% | 49.1% |
| Inside Australia | 93.4% | 76.5% | 84.0% | 86.4% |
| All locations | 69.6% | 82.8% | 70.8% | 59.7% |
The fall is recent and steep. For the same three months a year earlier, 84.9% of Indian higher-education applicants from outside Australia were granted. The decline began in August 2025, before India was moved back from evidence level 2 to level 3 on 8 January 2026, a change confirmed by India’s Ministry of External Affairs in Parliament. Month by month the rate from outside Australia has stayed near half: 47.6% in July 2026 and 51.5% in September. Australia told India in July 2026, according to India’s Foreign Secretary, that tighter processes would not reduce “opportunities for genuine students from India.”
Vocational courses fare far worse. Most applicants from outside Australia are refused: Indian applicants for VET courses had a grant rate of 13.0% in July to September 2026, and 13.3% across 2025-26. Counting applicants already in Australia, the rate was 38.0%. Home Affairs’ latest program report shows the VET grant rate for all applicants outside Australia falling from 60.2% to 41.8% in October to December 2025, against a year earlier. Indian applicants for university courses from outside Australia were granted at almost four times the VET rate.
Why are Australian student visas refused?
Home Affairs does not publish a ranked list of reasons, but its own pages say where applications fail:
- The Genuine Student requirement. Officers must be satisfied that study is your main reason for coming, weighing your circumstances, the course’s value to you and your immigration history. Our Genuine Student guide covers each question.
- Money. If the checklist asks for financial evidence and you leave it out, “we may refuse your application without asking you for more information.” A balance on a single day does not show where the money came from, and for a loan the best evidence is disbursement. Our proof of funds guide and loan documents list show what to upload.
- Incomplete files. Study Australia says “incomplete applications are one of the main reasons for visa delays or refusals.”
- Missing health cover. “If you don’t provide your OSHC in your application form, we will refuse your visa application.”
- False documents or identity. Documents altered with “digital editing tools, artificial intelligence (AI), or any other method” lead to refusal and longer bans, covered below.
Evidence levels add to this. Study Australia says they “do not affect visa eligibility”, but at level 3 you are more likely to have to upload financial and English evidence with the application, so gaps show. Home Affairs updated evidence levels again on 30 September 2026 and does not publish country levels. Our Australian student visa guide lists every requirement.
What does an Australian visa refusal letter tell you?
The criterion you did not meet and why. Under section 66 of the Migration Act, a refusal notice must name the criterion you did not meet and, if you have a right of review, say so and give the deadline. Home Affairs says: “We will tell you why we refused and whether you have a right to a review of the decision.” Read the decision record line by line: every reason in it is something your next application must answer.
Can you appeal an Australian student visa refusal from India?
Not to a tribunal. Under section 338 of the Migration Act, a student visa refusal can be reviewed only if you made the application while in Australia, so a refusal of an application lodged from India has no merits review. Ministerial intervention is not available either, because it needs “a decision from a review tribunal” first.
The only legal challenge left is judicial review in the Federal Circuit and Family Court, within 35 days of the decision, and only for a legal error in how the decision was made, not because you disagree with it. The filing fee is A$4,180 (about ₹2.8 lakh), or A$2,090 in hardship, and you would need an Australian lawyer. For most students a stronger new application is the realistic route.
What if you applied from inside Australia?
You can apply to the Administrative Review Tribunal, but the rules are strict:
- apply within 28 days of being notified, while you are physically in Australia; the Tribunal says “We have no power to extend the time limit to apply for a review”;
- pay A$3,727 (about ₹2.5 lakh), or half if paying would cause financial hardship; half is refunded if the decision is set aside;
- expect a decision on the papers: for reviews lodged from 1 June 2026, and older ones not yet assigned to a member by then, the Tribunal must decide most student visa refusals “without holding an oral hearing”; refusals on public interest or special return criteria, such as false documents, may still get a hearing;
- expect to wait: half of student refusal reviews finished between March and August 2026 took 1 year and 5 months or longer.
Many reviews succeed. In 2025-26 the Tribunal set aside 5,037 of the 12,172 student visa refusal reviews it finalised, 41%; leaving out the many that were withdrawn, about two in three of those decided either way went the student’s way.
After an onshore refusal you usually cannot lodge a new student visa application from inside Australia either. If you no longer hold a substantive visa, section 48 limits you to a short list of visas that does not include the Student class, and since 2 October 2026 most Student visa applications must be lodged outside Australia, unless you hold an eligible visa and meet an exemption.
Can you reapply after an Australian student visa refusal?
Yes. We found no waiting period in the law after an ordinary refusal: you can lodge a new application, with a new A$2,500 charge and a valid CoE, once you have fixed what the refusal letter found. Three things can stop you:
- A refusal for false documents or false information bars most visas for three years under public interest criterion 4020, and a refusal because you could not prove your identity bars them for ten years.
- Your university. Federation says “We generally don’t accept applications from students who have been refused a student visa … within the last two years”, and Adelaide University tells agents that “recent Australian student visa refusals will likely be GSR refused”.
- Your CoE. A cancelled CoE cannot be used again, and Federation, for one, does not usually issue a new one.
In our experience, reapplying with the same file brings the same result. Answer each reason with new evidence: a clearer source of funds, disbursed loan letters, Genuine Student answers that explain your course choice, or a different, better-matched course. Other countries’ visa forms also ask about refusals anywhere, so declare it if you apply elsewhere; our UK refusal guide and Canada refusal guide cover those routes.
Do you get your money back after an Australian visa refusal?
Your tuition, mostly; the visa charge, no. Home Affairs does “not usually refund the visa application charge, even if your visa application is refused.” Under the ESOS refund rules, if a refusal stops you starting the course, the university refunds your course fees minus the lesser of 5% or A$500 (about ₹34,000), within four weeks. Some are more generous:
| University | Refund after a visa refusal |
|---|---|
| RMIT | Full refund, less any administrative fees, with the refusal letter, within 12 months of the start date |
| UTS | 100% of the deposit, with evidence of the refusal |
| UNSW | Withdrawal charges may be waived, except where documents were fraudulent |
| La Trobe | Prepaid tuition less A$500 or 5%, whichever is less (the legal minimum) |
RMIT, UTS and UNSW all say they will not refund, or waive charges, where fraudulent documents were supplied.
How can you reduce the risk of a refusal?
Answer the reasons Home Affairs gives before an officer has to ask:
- Choose a university course over a vocational one if you can; the gap in grant rates is large.
- Run the Document Checklist Tool and upload everything it asks for, plus evidence of where the money came from.
- Show loans as disbursed, not just sanctioned.
- Write your Genuine Student answers yourself, specific to your course, and back each claim with a document.
- Disclose every earlier refusal, from any country.
- Never submit an altered or borrowed document, whoever prepared the file.
How does India compare with other countries?
India sits near the bottom. Among countries with at least 300 higher-education decisions in July to September 2026, only Nepal, Bangladesh and Kenya had lower grant rates:
| Country | 2025-26 | Jul to Sep 2026 | Jul to Sep 2026, from outside Australia |
|---|---|---|---|
| China | 96.8% | 96.6% | 96.0% |
| Vietnam | 92.9% | 93.4% | 89.3% |
| Sri Lanka | 81.5% | 79.7% | 70.0% |
| Pakistan | 72.3% | 66.2% | 58.8% |
| Philippines | 86.7% | 64.2% | 46.2% |
| India | 70.8% | 59.7% | 49.1% |
| Kenya | 82.8% | 42.3% | 24.8% |
| Bangladesh | 71.4% | 37.8% | 19.9% |
| Nepal | 68.2% | 36.7% | 13.9% |
| All countries | 84.0% | 77.5% | 70.6% |
By our sum of the same data, India accounted for 15.6% of all Student visa decisions in 2025-26 and 26.5% of all refusals, across every sector.
If you have been refused, our student visa team in Egmore, Chennai, can go through the decision record with you before you decide whether to reapply.
Questions students ask us
What is the Australian student visa success rate for Indian students?
By our sum of Home Affairs data, 59.7% of Indian higher-education applicants were granted a Student visa in July to September 2026, and 49.1% of those who applied from outside Australia. It was 82.8% in 2024-25. Vocational courses are far lower, at 13.0% for applicants from outside Australia.
Why is the Australian student visa refusal rate high for Indian students?
Home Affairs does not give country reasons, but India was moved back to the strictest evidence level on 8 January 2026, so more applicants had to upload financial and English evidence. Government pages point to the Genuine Student requirement, unclear sources of funds, incomplete files and false documents as grounds for refusal.
Can I appeal an Australian student visa refusal from India?
Not to the Administrative Review Tribunal. Under the Migration Act, a student visa refusal is reviewable only if you applied while in Australia. Judicial review in the Federal Circuit and Family Court is possible within 35 days, but only for a legal error, and the filing fee is A$4,180.
How long after a refusal can I reapply for an Australian student visa?
There is no waiting period in the law after an ordinary refusal, so you can reapply once you have a valid CoE and have fixed the refusal reasons. A refusal for false documents bars most visas for three years. Some universities, such as Federation, generally do not accept students refused an Australian student visa in the last two years.
Is the visa fee refunded if my Australian student visa is refused?
No. Home Affairs does not usually refund the A$2,500 visa application charge, even if the visa is refused. Your tuition is different: if a refusal stops you starting the course, the university must refund your course fees minus the lesser of 5% or A$500, within four weeks.
How long does an ART review of a student visa refusal take?
Over a year. Half of student visa refusal reviews finished between March and August 2026 took at least 1 year and 5 months. Reviews lodged from 1 June 2026 are mostly decided on the papers without a hearing. The fee is A$3,727, with a 50% reduction for financial hardship.
Does a previous visa refusal affect a new Australian student visa application?
Yes. Officers weigh your immigration history under the Genuine Student requirement, and you must disclose every refusal. Some universities are cautious: Adelaide University tells agents recent Australian student visa refusals will likely be refused at its own Genuine Student check. A new application must answer each earlier reason.
Can I apply for a new student visa while still in Australia after a refusal?
Usually not. If you no longer hold a substantive visa, section 48 of the Migration Act limits you to a short list of visas that does not include the Student class, and since 2 October 2026 most Student visa applications must be lodged outside Australia unless you hold an eligible visa and meet an exemption.
