Short answer

It depends on your degree and budget. A master’s earns up to three years of work permit, needs no PAL at a public university and lets a spouse work if 16 months or longer. A college costs less and takes three-year degrees; its one-year certificate earns a permit as long as the programme, a two-year diploma up to three years.

Two years ago most international students at Canada’s public institutions were at colleges. In 2026 most are at universities. IRCC’s preliminary figures show colleges falling from 54% of study permit holders in 2024 to 39% in early 2026, while universities rose from 45% to 57%. Rule changes since 2024 explain much of that, and they now treat a college certificate and a university master’s very differently.

Every rule and fee below comes from IRCC, Statistics Canada, the Ontario and British Columbia governments or the institution’s own page, checked on 21 October 2026. Rupee figures use C$1 ≈ ₹68.

What is the difference between a college and a university in Canada?

Universities award bachelor’s, master’s and doctoral degrees and do research. Colleges, some of which now call themselves polytechnics, teach applied, job-focused programmes: certificates, diplomas and, at some, applied bachelor’s degrees. In Ontario a college normally needs ministerial consent to award a degree, and that consent is generally limited to a bachelor’s “in an applied area of study.” The province’s qualifications framework sets out each credential:

Ontario college and university credentials, their usual length and who awards them, from the Ontario Qualifications Framework
CredentialUsual lengthAwarded by
Ontario College CertificateTwo semestersCollege
Ontario College DiplomaFour semesters (two years)College
Ontario College Advanced DiplomaSix semesters (three years)College
Ontario College Graduate CertificateTwo semesters, after a diploma or degreeCollege
Bachelor’s degreeSix to eight semesters (eight or more for honours)University, or a college with ministerial consent
Master’s degreeThree to five semestersUniversity

For Indian graduates, the usual choice is a college graduate certificate of eight months to a year, a two-year college diploma or a university master’s of one to two years.

Is college or university better for Indian students in 2026?

It depends on your degree, marks and budget. A university master’s now carries more rights: up to three years of work permit in any field, no provincial attestation letter at a public university, and a work permit for a spouse on programmes of 16 months or longer. A college costs less and accepts three-year degrees, but a one-year certificate earns a permit only as long as the programme, in a field on IRCC’s list; a two-year diploma in a listed field can earn three years. This is how they compare:

Can you get into a Canadian university with a three-year degree from India?

At most universities we checked, not on its own. They ask for a four-year bachelor’s, or a three-year degree plus a master’s, for graduate study. College graduate certificates are more flexible and generally accept a three-year degree.

Whether Canadian universities and colleges accept a three-year Indian bachelor's degree for postgraduate study, and the marks they ask for, checked 21 October 2026
InstitutionThree-year Indian degree?Marks they ask for
University of TorontoNo, unless you also have a master’sFirst class, or 7/10 (7.5 from an IIT)
York UniversityNo, unless you also have a master’sFirst class for a B average
UBCOnly with a first class from a NAAC A-rated institutionFirst class (65%) or 8/10
ConcordiaEngineering and computer science only with a two-year master’s as well; other programmes, if the university is NAAC AFirst division for a B grade
Waterloo (ECE MEng)Asks for a four-year honours degree75% overall
Windsor (MEng)Asks for a four-year engineering degree72% from India, no more than 3 backlogs
Seneca (graduate certificates)Accepts a bachelor’s; length varies by programmeSecond class, 55% overall, no more than 4 backlogs
Sheridan (Project Management)Yes: “3- or 4-year degree”Not stated

Getting in does not settle the work permit: check that the programme’s field is on IRCC’s list before you accept. For English, colleges usually ask for IELTS Academic 6.5 with no band below 6.0 for a graduate certificate, and 6.0 with no band below 5.5 for a diploma; Seneca, Sheridan, Conestoga, Humber and Centennial all use these levels. Universities ask for 6.5 or more; the University of Toronto asks for 7.0 with 6.5 in each part. Our master’s requirements guide covers other countries, and our gaps and backlogs guide explains how to present backlogs.

Is a Canadian college graduate certificate the same as a master’s?

No. An Ontario College Graduate Certificate is a two-semester credential, not a degree. Canada treats it as a one-year credential: it earns a work permit of about its own length, must be in a listed field, needs a provincial attestation letter and does not qualify a spouse for an open work permit. It is a practical add-on to your Indian degree, aimed at a specific job, not a postgraduate degree.

How much does a college cost compared with a university?

A college graduate certificate usually costs much less in tuition, and it is also shorter, so it earns a shorter work permit. These are the latest international fees from the institutions’ own pages, for 2026-27 where the page gives a year:

International tuition at selected Canadian colleges and universities, latest published fees, with programme length, from the institutions' own fee pages

Seneca, Supply Chain and Operations (diploma)2 yearsC$9,372.02 for the first semester; at most about C$37,488 for four semestersUp to ₹25.5 lakh in all
UBC, MEng Electrical and Computer EngineeringAverage 1.7 years to finishC$27,419.34 a year₹18.6 lakh a year
Concordia, MEng (45 credits)1 to 2 yearsC$795 a credit, about C$35,775 in tuition, compulsory fees extra₹24.3 lakh in tuition
Waterloo, MEng Electrical and Computer Engineering16 monthsC$17,400 a term plus C$1,014 incidental fees; C$55,242 for three terms, C$73,656 for four₹37.6 lakh for three terms, ₹50.1 lakh for four
University of Toronto, MEng3 sessionsC$76,090.39, including incidental fees₹51.7 lakh

Living costs are the same either way: IRCC asks you to show C$23,448 a year for one person outside Quebec. Our Canada cost guide has more fees, rents by city and full budgets in rupees.

How long is the work permit after college compared with university?

Up to three years after a university master’s of at least eight months; only as long as the programme after a college graduate certificate, often 8 to 12 months. IRCC’s rules give up to three years for a master’s “even if your master’s program was less than 2 years,” and add that this “doesn’t apply to certificate or diploma programs.” Those earn up to the programme’s length if it ran 8 months to under two years, or up to three years if it ran two years or more. You also need CLB 7 in English after a degree, but only CLB 5 after a college diploma or certificate. Our PGWP guide has the full rules and the field-of-study codes.

That is why many college students choose a two-year diploma or stack two one-year certificates: IRCC may combine the lengths of two eligible programmes. Each must be at least eight months and in an eligible field, so budget for the second year from the start.

Does a college or university lead more easily to PR?

A master’s scores a little more, but neither guarantees permanent residence. Express Entry’s points system counts all your credentials together. A single applicant gets 135 core points for a master’s. A four-year Indian degree (assessed for Express Entry) plus a Canadian one-year certificate counts as “two or more” credentials, one of three years or more, and scores 128: seven points fewer, not the 45 a one-year credential on its own would lose. Canadian study adds 15 points for one or two years, or 30 for three years or more. From 3 November 2026 IRCC is also reintroducing job offer points and adding points for work in high-wage occupations.

Time is the bigger difference. The Canadian Experience Class needs a year of skilled work in Canada, so a permit of 8 to 12 months after a short certificate is too short, or only just long enough, to build that year, while a three-year permit after a master’s or a two-year diploma leaves room to find the job first.

The provincial routes for graduates have narrowed. Ontario closed its Masters Graduate, PhD Graduate and International Student streams in 2026 as part of an overhaul of its nominee programme. Its new Ontario Workforce Priority stream needs a job offer, though recent Ontario graduates with a master’s, a PhD, a two-year diploma or degree, or an Ontario College Graduate Certificate need only three months in the job offered, rather than six. British Columbia says it “will not be launching new student streams.”

What has changed for college students since 2024?

Four changes since 2024 have hit colleges harder than universities, and a fifth helps both:

  • The field-of-study list. If you applied for your study permit on or after 1 November 2024, a college certificate or diploma earns a post-graduation work permit only if its field is on IRCC’s list. Degrees are exempt. Business administration, hospitality and general project management are not on the list; computer programming, data analytics and supply chain are.
  • Private partner campuses. Programmes that a private college delivers for a public one stopped qualifying for the work permit for students who began after 15 May 2024. Ontario’s ministry says 13 such partnerships wind down in 2025 and the last two in 2026.
  • Spouse work permits. Since 21 January 2025, a spouse can get an open work permit only if you are on a master’s of 16 months or longer, a doctorate, certain professional degrees or a few listed programmes. Spouses of most college students no longer qualify.
  • Fewer places. Ontario’s 2026 allocation is 104,780 PAL applications, “a 42 per cent reduction from 2025,” aimed at 70,074 study permits for students who need a PAL.
  • Co-op permits, the one change for the better. IRCC says that “as of April 1, 2026, as a post-secondary international student, you don’t need a co-op work permit”, if your study permit says you may work on campus, you study full time, your school confirms in a letter that the placement is a required part of the programme, and the placement is no more than half of it. A co-op place is still not guaranteed: Conestoga’s AI and machine learning certificate needs an 80% average in the first term just to be considered for its co-op stream.

Do university students need a provincial attestation letter in 2026?

Not for a master’s or doctorate at a public institution. IRCC says students on a “degree-granting graduate program at the master’s or doctoral level at a public DLI” do not need a PAL from 1 January 2026. College students, bachelor’s students and graduate students at private institutions still need one, and unless it shows an earlier expiry date, a PAL issued for 2026 is valid “until December 31, 2026.” So a college applicant needs one of a shrinking number of provincial letters, while a master’s applicant at a public university skips that step, although Ontario still counts graduate students under its overall cap. The 2027 allocations had not been announced by 21 October 2026.

Are Canadian colleges cutting programmes?

Yes, many. Statistics Canada’s preliminary estimate is that international enrolment at public colleges fell 42% between 2023/2024 and 2025/2026, against 17% at universities over the same years. Fanshawe suspended intakes for 40 programmes from fall 2025, and Conestoga has suspended its January and May 2027 intakes for its AI and machine learning certificate. Before you pay a deposit, check that the programme and intake are open on the college’s own page, and ask what happens to your place if an intake is cancelled.

Who should choose a college, and who a university?

A university master’s usually fits you if:

  • you have a four-year degree with a first class, or close to it;
  • you want up to three years of work in Canada afterwards;
  • your spouse plans to come and work, and the master’s is 16 months or longer;
  • you want to study a field that is not on the college list, such as business.

A college programme usually fits you if:

  • you have a three-year degree or marks below 60%;
  • you want a practical course in a listed field, such as computing, supply chain or nursing;
  • a lower first-year cost matters more than the length of the work permit;
  • you are willing to study two years, or two certificates, for a longer permit.

Our Canada page covers the study permit, and our documents checklist lists what to send.

Questions students ask us

Which is better in Canada, college or university?

If you can get in and afford it, a university master’s: it earns up to three years of work permit in any field and needs no provincial attestation letter at a public university. A college suits a three-year degree, lower marks or a smaller budget, and a two-year diploma in a listed field can also earn three years.

What is the difference between a college and a university in Canada?

Universities award bachelor’s, master’s and doctoral degrees and do research. Colleges, some of which now call themselves polytechnics, teach applied, job-focused certificates, diplomas and graduate certificates, and some award applied bachelor’s degrees. For Indian graduates the usual choice is a one-year college graduate certificate or a one- to two-year university master’s.

Can I do a master’s in Canada with a three-year degree?

At some universities only. The University of Toronto and York need a four-year degree or a three-year degree plus a master’s. UBC accepts a three-year degree with a first class from a NAAC A-rated institution, and Concordia does outside engineering and computer science if the university is NAAC A-rated. College graduate certificates usually accept three-year degrees.

Is a college graduate certificate eligible for the PGWP?

Only if its field is on IRCC’s list, for students who applied for their study permit on or after 1 November 2024, and it earns a permit only as long as the programme, usually 8 to 12 months. Computer programming and supply chain are on the list; business administration and hospitality are not.

Do college students need a PAL?

Yes. The exemption added on 1 January 2026 covers only master’s and doctoral students at public institutions. College students, bachelor’s students and graduate students at private institutions still need one, and Ontario’s 2026 allocation is 104,780 PAL applications, 42% fewer than in 2025.

Is a college cheaper than a university in Canada?

In tuition, usually. College graduate certificates cost about C$18,000 to C$21,000 for the programme, while university master’s fees run from about C$19,000 to C$76,000 a year. Living costs are the same, and IRCC asks you to show C$23,448 a year outside Quebec.

Can my spouse work in Canada if I study at a college?

In most cases, not on a spousal open work permit. Since 21 January 2025, only spouses of students on a master’s of 16 months or longer, a doctorate, certain professional degrees or a few listed programmes qualify. A spouse of a college student would need a work permit of their own, usually through an employer.

Does a Canadian master’s help with PR?

A little. A single applicant gets 135 Express Entry core points for a master’s; a four-year Indian degree plus a one-year Canadian certificate scores 128, and both add points for Canadian study. Neither guarantees PR, and Ontario closed its Masters Graduate stream in 2026. A longer work permit matters more.

Is a Canadian college graduate certificate the same as a master’s?

No. An Ontario College Graduate Certificate is a two-semester credential, not a degree. It earns a work permit only as long as the programme, must be in a listed field, needs a provincial attestation letter and does not qualify a spouse for a work permit. Express Entry scores it as a one-year credential.

Do I need a co-op work permit in Canada?

No, since 1 April 2026, if you are a full-time post-secondary student whose study permit carries work conditions, your school confirms in a letter that the placement is required by the programme, and work is no more than half of it. Colleges and universities still do not guarantee co-op places.
